Business Model
The Global Collaboratory undertakes and performs research and development grants and contracts consistent with its mission, working through Techné , a non-profit research organization incorporated in the State of Colorado, USA. By resolution of GCDC’s Plenary Board, Techné serves as the contractual agent for the collaboratory and provides the collaboratory’s secretariat and research administration. Techné manages GCDC’s research program through subcontracts with its member institutions. GCDC’s Executive Director is also the president of Techné, providing for unified responsibility and accountability for program performance. Our research proposals specify the roles, contributions, expenses and local accountability for each of the two or more collaboratory members participating in a proposed project.
In this way, the collaboratory provides an institutional vehicle for unified management and accountability for all research activities and research products across seven international research institutes. Techné is the prime contractor or grantee for every project, with the members of the collaboratory responsible through a sub-grant or contract for their performance on the project. Every project has a single project director who will lead and coordinate the work by all participating institutions. Project Directors report directly to Dr. J. Scott Hauger who is GCDC’s Executive Director and President of Techné. Not all institutions will participate in all research projects, but each participating institution will designate a project principal investigator (PPI) who provides local research administration and project oversight for the subcontracting institution and who reports directly to the Project Director for performance of the sub-grant or contract.
The collaboratory maintains a small central administration or secretariat, comprising a part-time Executive Director, Dr. J. Scott Hauger, and an Associate Director, Dr. Qingwei Sun. The Executive Director, a seasoned research administrator, is responsible for oversight of all program activities and serves as principal spokesperson for the organization to the collaboratory’s sponsors and stakeholders. The director negotiates or reviews the contractual instruments that enable the effective collaboration of international research institutions on collaboratory programs. Project Directors report to and are reviewed by the Executive Director. The overall direction and scope of the program is guided by a Plenary Board comprised of members from the seven participating institutions.
The collaboratory welcomes and encourages the participation in its projects by other research institutions and independent scholars. Like our members, their participation in a project will be governed by a service contract with the lead organization on any project.
